Position title: Chief Cooperation Officer Grade: PL-3 Position N°: 50070526 Reference: ADB/13/083 Publication date: 04/06/2013 Closing date: 24/06/2013 The African Development Bank is the leading development institution in Africa.  The Partnerships and Cooperation Unit is mandated to identify, initiate, build, maintain, monitor and evaluate partnerships and cooperation with strategic partner institutions for the Bank.  The Unit plays a key role in analyzing the global and regional aid architecture for Africa’s development, thereby identifying new opportunities for cooperation and partnerships.  The Unit mobilizes non-statutory financial and technical resources that can be best deployed for the socio-economic development of 53 regional member countries in Africa.  The Unit manages Trust Funds, technical cooperation and business opportunities seminars in collaboration with among others bilateral donor countries, emerging donors, multilateral agencies including the World Bank, the European Commission, UN agencies, Arab Funds, African Union/NEPAD, knowledge institutions and Private Foundations.  The Unit also coordinates and mobilizes co-financing of the Bank’s projects with international and regional co-financiers. The Chief Cooperation Officer will perform the following duties, among others: Establishes and promotes cooperative relations including co-financing arrangements between the Bank and bilateral as well as multilateral donors through: formulating and implementing partnerships development strategies to expand and deepen the Bank-wide partnerships and cooperation with key development partners in both public and private sectors mobilizing resources from multilateral/bilateral development institutions, , bilateral donors and private sector institutions to complement the Bank Group’s operations; mobilizing, managing, monitoring and evaluating bilateral and multi-donor thematic Trust Funds mobilizing technical assistance from donor agencies, monitor the performance and evaluating the impact/results of TAs/secondees dispatched to the Bank in various technical departments; Manages, maintains and coordinates cooperation agreements/arrangements by: Initiating and participating in consultation meetings between the Bank and partners , as well as preparing the summary records of these meetings Participating in missions related to resource mobilization, aid coordination and international conferences and preparing the requisite documents for the missions Communicating pipeline of projects/studies/CSPs/Portfolio reviews and other documents agreed for exchange to external partners and negotiating/facilitating funding and/or co-financing Proposing the Bank’s strategy on Trust Funds and initiatives with partners; Monitors implementation of terms and conditions of cooperation agreements/programs through: Follow-up of execution of decisions and recommendations made at joint annual and bi-annual consultations Ensuring and verifying adherence to provisions/conditions of agreements; Manages and facilitates compilation and flow of information and data related to Trust Fund and partnerships by: Providing to Departments/Units of the Bank information on cooperation/ as well as on rules and procedures of donor funds Preparing briefs and status reports transmitted to the Bank Management and to the collaborative institutions Participating in the preparation of policy related documents to the Board; Including desirable skills, knowledge and experience At least a Master’s degree (or its university equivalent) in International Development, Economics, Social Sciences or related disciplines; Preferably a minimum of seven (7) years of highly relevant professional experiences in partnerships management, internationally and in Africa, with deep knowledge of development issues and dynamics in Africa; Proven ability in negotiating partnerships arrangements of complex nature with public and private institutions; Strong understanding and grasp of partnerships trends as well as partnerships management issues, in particular for development in Africa, as well as professional ability to build partnerships and deliver services that meet both immediate needs and long-term interest of clients within and outside the institution; Strong and proven ability to build and lead motivated and committed teams across functional boundaries; Innovative ability to identify and forge creative partnerships given the dynamic nature of Bank’s operations; Excellent writing and verbal communications skills in English and/or French, with a working knowledge of the other; Strong and proven ability to produce high quality work within the very tight deadlines; Competence in the use of Bank standard software (World, Excel, PowerPoint and SAP).
